1971 → 1984 · Mintoff

The Mintoff revolution

Dom Mintoff leads the Labour government with Joseph Cassar in Foreign Affairs, Wistin Abela in Finance, Lorry Sant in Public Works. Republic declared on 13 December 1974, removal of British Forces base on 31 March 1979 — Freedom Day.

The era reshapes Malta: nationalisations, free education, neutrality enshrined in the Constitution in 1987, ties with Libya and the Soviet bloc, expansion of the welfare state. Mintoff remains the single most polarising figure of post-independence Malta.

1987 → 2004 · Fenech Adami

EU membership

Eddie Fenech Adami leads the Nationalist Party in two phases: 1987-96 then 1998-2004. Guido de Marco in Foreign Affairs, John Dalli in Finance, Lawrence Gonzi as Deputy Prime Minister. Application to join the European Communities in 1990, frozen by Labour 1996-98, revived 1998.

The EU accession referendum of 8 March 2003 (53.6% Yes) and full membership on 1 May 2004 crown his legacy. Eurozone entry on 1 January 2008 follows under his successor Gonzi. Fenech Adami becomes President 2004-09 — the only Maltese politician to hold both supreme offices.

2013 → 2020 · Muscat

The Labour comeback

Joseph Muscat returns Labour to power after twenty-five years in opposition with a record 36,000-vote majority in March 2013. Edward Scicluna in Finance, Konrad Mizzi in Energy, Keith Schembri as chief of staff. Civil unions 2014, marriage equality 2017, IIP citizenship-by-investment scheme.

The era ends in tragedy: journalist Daphne Caruana Galizia assassinated 16 October 2017, prosecutions reach Muscat's inner circle, mass protests force his resignation in January 2020. Robert Abela takes over the same month and wins a landslide in 2022.

Institutional architecture

How does the Maltese government work?

The Republic of Malta, founded by the Independence Constitution of 21 September 1964 and converted to a republic on 13 December 1974, is a parliamentary republic. Executive power is two-headed: the President, elected by the House of Representatives for five years, is the head of state with mainly ceremonial duties. The Prime Minister, leader of the largest party in the House, leads the cabinet and holds real executive power.

The actual Maltese cabinet has between 15 and 20 Ministers, plus 5-8 Parliamentary Secretaries. Composition is decided by the Prime Minister and confirmed by appointment letters from the President. The President
Elected for 5 years by the House of Representatives (since the 2020 reform: 2/3 majority required). Resides at Sant'Anton Palace (Attard) and works from The Palace (Valletta). Represents the Republic, formally appoints the Prime Minister.
The Prime Minister
Leader of the largest party in the House of Representatives, formally appointed by the President. Office: Auberge de Castille (Valletta). Determines general policy (Article 79 of the Constitution).
The Deputy Prime Minister
Senior minister designated by the Prime Minister to deputise in his absence. Often holds an additional heavyweight portfolio (Health, Foreign Affairs). Plays a key role in cabinet coordination and party hierarchy.
The Ministers
Around 15-18 Ministers lead portfolios: Foreign Affairs, Home Affairs, Finance, Justice, Health, Education, Economy, Transport, Tourism, Agriculture, Environment, Equality, Gozo... Appointed by the President on the advice of the Prime Minister.

Vote of no confidence
Procedure under Article 76 of the Constitution by which the House of Representatives can withdraw confidence from the cabinet. Failure forces resignation of the Prime Minister and the dissolution of Parliament unless an alternative leader can secure majority support.
Reshuffle
Reorganisation of the cabinet decided by the Prime Minister without requiring a new vote in the House. Takes effect through a fresh round of appointment letters issued by the President. Common in Malta's small political class — an MP might hold three different portfolios in one term.
Parliamentary Secretary
Junior minister supporting a Cabinet Minister in a specific area of the portfolio. Not a member of cabinet in the strict sense, but fully part of the executive. Roughly equivalent to an Italian sottosegretario or British Minister of State.
Coalition agreement
Rare in Maltese politics, dominated by the two-party Labour–PN duopoly. No coalition has held power since independence — Maltese governments are by tradition single-party majorities.
House of Representatives
Maltese unicameral parliament, 65 to 79 members elected for five years by single transferable vote across 13 constituencies. Sits at the Parliament Building designed by Renzo Piano (Valletta, opened 2015).
Casino del Vino
Informal name for Auberge de Castille, the office of the Prime Minister, originally built in 1574 for the Knights of Castile, León and Portugal. The building dominates Valletta's skyline opposite the Upper Barrakka Gardens.
