Since Independence on 1 October 1960, the Federation has known fifteen Heads of State (military and civilian) and several hundred Federal Ministers. Every cabinet tells an era, a doctrine, a crisis. On TeamBranch, you can replay them — or rewrite them.

1960 → 1966 · Balewa

The First Republic

Tafawa Balewa leads the newly independent Federation as Prime Minister, with Nnamdi Azikiwe as Governor-General then ceremonial President, Obafemi Awolowo in opposition and the Sardauna of Sokoto, Sir Ahmadu Bello, as Premier of the Northern Region. The Federation is a parliamentary system inherited from Westminster.

The First Republic ends in the January 1966 coup. The country slides into the Biafran War 1967-70 and a long sequence of military regimes — Gowon, Murtala, Obasanjo, Shagari (a brief civilian interlude), Buhari, Babangida, Abacha, Abdulsalami.

1999 → 2007 · Obasanjo

Return to democracy

Olusegun Obasanjo becomes the first elected civilian President of the Fourth Republic in May 1999, ending sixteen years of military rule. Two terms, two Vice Presidents: Atiku Abubakar for the duration. Debt forgiveness, GSM revolution, anti-corruption agencies, the new constitutional architecture.

Obasanjo hands over to Umaru Musa Yar’Adua in May 2007 — the first peaceful transfer of power from one elected civilian government to another in Nigerian history. Yar’Adua dies in office in 2010, Goodluck Jonathan completes the term and wins 2011.

2015 → 2026 · Buhari → Tinubu

The APC era

Eight years of Muhammadu Buhari, two Vice Presidents: Yemi Osinbajo for both terms. The fight against Boko Haram and ISWAP, the 2016 recession, the Naira redesign 2023, the EndSARS protests of October 2020. The first opposition victory at federal level since 1999.

Bola Ahmed Tinubu is sworn in on 29 May 2023 with Kashim Shettima as Vice President. Fuel-subsidy removal, foreign-exchange reform, the new naira regime, a renewed push for the G20 seat. The 2027 election sets up a high-stakes test.

Institutional architecture

How does the Federal Government of Nigeria work?

Nigeria is a federal presidential republic, governed by the Constitution of the Federal Republic of Nigeria 1999 (with several amendments). The Constitution defines a single executive: the President is both head of state and head of government, elected for a four-year term renewable once, in a direct election with a federal-character spread requirement.

The actual Federal Executive Council has between 40 and 50 Ministers representing the 36 States and the FCT under the federal-character principle (Section 14 of the Constitution). Elected on the same ticket for 4 years by direct universal suffrage, with a federal-spread requirement (25% in two-thirds of the States). Reside at Aso Rock Villa (Three Arms Zone, Abuja). The President is head of state and head of government, Commander-in-Chief of the Armed Forces.
The Vice President
Sworn in on the same day as the President. Lives in the Vice President’s residence in Aso Rock Villa. Chairs the National Economic Council with the State Governors, deputises in foreign engagements, succeeds the President if the office becomes vacant.

Junior Ministers appointed by the President to assist a senior Minister in a specific portfolio. They sit on the Federal Executive Council and respect the federal-character principle of constitutional representation across the 36 States and the FCT.

Federal character
Constitutional principle (Section 14 of the 1999 Constitution) requiring federal appointments to reflect Nigeria’s ethnic, regional and religious diversity. Enforced by the Federal Character Commission.
Senate confirmation
Constitutional requirement (Section 147) for Federal Ministers, judges and key heads of agencies. The Senate holds screening hearings and votes; the convention of "bow and go" remains controversial.
State of Emergency
Power for the President under Section 305 to declare a State of Emergency in a State or the Federation, subject to National Assembly approval within days. Declared four times since 1999, most recently in Plateau and Benue States.
Subsidy regime
Long-running federal subsidy on petrol pump prices funded by the Federation Account. Removed by President Tinubu on his inauguration day, 29 May 2023. Politically explosive; central to every election since 2003.
EFCC
The Economic and Financial Crimes Commission, federal anti-corruption agency created in 2003 under Obasanjo. Investigates and prosecutes corruption, money laundering and 419 fraud across federal and State levels.
Zoning
Unwritten political convention by which the Presidency rotates between North and South every two terms, and Cabinet posts spread across the six geopolitical zones. Not in the Constitution but central to ticket-balancing.
