1896 → 1911 · Laurier

The Laurier era

Wilfrid Laurier — the first francophone Prime Minister — leads a fifteen-year Liberal government. Western settlement explodes, the Canadian Pacific Railway hits full stride, Saskatchewan and Alberta join Confederation in 1905.

Laurier hands the country a confident, bilingual federation. He famously wagers that the 20th century will belong to Canada, before losing power in 1911 over the Reciprocity debate with the United States.

The Trudeau years

Sixteen years of Pierre Elliott Trudeau (with one short Joe Clark interlude). Trudeaumania, the October Crisis, bilingualism, the 1980 referendum on Quebec sovereignty, the Constitution Act, 1982 with the Charter of Rights and Freedoms.

Pierre Trudeau patriates the Constitution from Westminster and reshapes the federation around the Charter of Rights. He retires in 1984; his son Justin becomes Prime Minister three decades later.

The Justin years

Ten years of Justin Trudeau, three Foreign Ministers: Stéphane Dion, Chrystia Freeland, Mélanie Joly. The Truth and Reconciliation rollout, legal cannabis 2018, the renegotiated USMCA, COVID-19, the convoy crisis, support for Ukraine.

Trudeau resigns in 2025, succeeded by Mark Carney as Liberal leader and Prime Minister. The Conservative opposition under Pierre Poilievre sets the stage for a high-stakes 2029 federal election.

How does the Government of Canada work?

Canada is a federal constitutional monarchy with a parliamentary system, founded by the Constitution Act, 1867 (originally the British North America Act). The Sovereign is head of state; the Governor General acts as their representative in Ottawa. The Prime Minister, leader of the largest party in the House of Commons, is head of government.

The actual federal Cabinet has between 30 and 38 Ministers. The structure is set by the Prime Minister and approved by the Governor General. Hereditary head of state, represented in Ottawa by the Governor General appointed for around 5 years on the advice of the Prime Minister. Resides at Rideau Hall (Ottawa). Gives Royal Assent, opens Parliament, swears in the Prime Minister.

Leader of the largest party in the House of Commons. Lives at 24 Sussex Drive (under restoration) and works out of the Office of the Prime Minister and Privy Council on Wellington Street. Chairs Cabinet, advises the Crown, sets the agenda.

Parliamentary Secretaries

Lexicon of power

Prorogation
A formal end to a parliamentary session by the Governor General on the advice of the Prime Minister. Ends current bills; the next session opens with a new Speech from the Throne. Used controversially by Stephen Harper in 2008.
Confidence vote
A vote in the House of Commons that, if lost by the government, can force a federal election or a change of Ministry. Money bills (budget, supply) are automatically confidence matters.
Speech from the Throne
Set-piece address read by the Governor General at the opening of every parliamentary session. Sets out the Government’s legislative programme. Read at the Senate of Canada Building since 2019.
Order in Council
A regulation or appointment issued by the Governor General in Council on the advice of Cabinet. Has the force of law within statutory limits. Used for everything from CRTC appointments to immigration regulations.
Caucus
A regular meeting of all the MPs from one party. The Wednesday-morning caucus on Parliament Hill is where leaders take the temperature of their ranks; can also remove a leader under the Reform Act.
Notwithstanding clause
Section 33 of the Charter of Rights and Freedoms allowing Parliament or a provincial legislature to override certain Charter rights for five renewable years. Politically explosive; used most often by Quebec.
