Executive Order
A directive issued by the President under Article II authority. Has the force of law within the executive branch but cannot override statutes — and can be revoked by the next administration.
Senate confirmation
Constitutional requirement (Article II, Section 2) for Cabinet Secretaries, federal judges and ambassadors. The Senate holds hearings and votes — a simple majority since the 2013 nuclear option.
Recess appointment
Power for the President to fill a vacancy when the Senate is in recess (Article II, Section 2, Clause 3). The appointment lasts until the end of the next Senate session.
Veto
Presidential power to reject a bill passed by Congress. Can be overridden by a two-thirds majority in both chambers. Pocket veto if the President sits on the bill more than 10 days while Congress adjourns.
Filibuster
Senate procedure that lets a minority block legislation unless 60 Senators vote cloture. Does not apply to Cabinet confirmations or budget reconciliation.
State of the Union
Annual address to a joint session of Congress required by Article II, Section 3. Sets the legislative agenda; televised since Truman in 1947.
